CURRENT SITUATION
There is fragmented, patchy delivery of health care services, geographic variability, lack of needed services, and various arrangements limiting the effectiveness of the care. There is a well-recognized disparity based on economic status, geography, age. For some (usually based on the insurer) often access and choice is too limited. Services are used inappropriately. Access is often overused based on supply of providers, hospitals, high tech equipment.
INTRODUCTION - ACCESS TO HEALTH CARE
This section will provide information, knowledge and a forum for dialogue about access to quality health care. It will include different delivery systems based on the needs of the person and geographic considerations.
The section will address:

· Equal basic treatment available to people of all income levels
